The Clean Energy Justice Project is about making sure energy in the Philippines is sustainable, fair, and truly safe for everyone. We’re tackling some big issues—like legal battles to ensure a just transition for drivers and small scale PUV operators and the riding public, pushing for a future without nuclear and coal, and standing up against harmful waste-to-energy incineration practices. At the heart of it all, we’re here to support climate justice and protect our communities. Let us tell you how we do it.

Taking Legal Action for a Just Transition

One of our main focuses is using the law to make sure the shift to clean energy is just and fair. There are certain parts of the Philippine Transport Modernization Program (PTMP) that we believe don’t respect due process—and that’s not okay. We’re challenging these guidelines in a certiorari and prohibition case that we filed before the Supreme Court to protect the rights of drivers and small scale PUV operators and communities. Through strategic legal action, we’re pushing for energy policies that put people first, respect human rights, and encourage everyone’s voice to be heard as a prerequisite to effectively fighting climate change.

Why We Say No to Nuclear and Coal

We’re passionate about advocating for a future that’s free from nuclear and coal energy. Why? Because these sources come with serious risks for our environment, our health, and our quality of life. The true cost of coal energy, for example, extends far beyond the price of generating electricity. Burning coal releases significant amounts of carbon dioxide and other greenhouse gases, which are the leading contributors to global warming and climate change. Coal power plants also emit toxic pollutants such as mercury, sulfur dioxide, and particulate matter, which can lead to respiratory illnesses, heart disease, and environmental degradation. Additionally, coal extraction and mining destroy landscapes and disrupt communities, further amplifying social and ecological harm.

Nuclear energy, while often touted as a low-carbon option, carries its own set of hidden costs and risks. The mining and processing of uranium fuel are resource-intensive and polluting. The potential for catastrophic accidents—like those at Chernobyl and Fukushima—poses long-term threats to public health and safety. Even without accidents, the unresolved challenge of safely managing radioactive waste, which remains hazardous for thousands of years, places a heavy burden on future generations and the environment.

Both coal and nuclear energy undermine genuine climate solutions by locking us into outdated, risky technologies. Instead, we campaign for renewable energy options—solutions that are safer and more sustainable. Working hand in hand with community groups, advocates, and decision-makers, we’re building momentum for real change and a healthier planet.

Standing Up Against Incineration-Based Waste-to-Energy

We’re also taking a stand against waste-to-energy (WTE) projects that rely on incineration. These schemes threaten air quality, public health, and the environment. A major gap in the WTE policy landscape is the lack of stringent regulations and oversight to prevent harmful emissions and ensure environmental safety. Current policies often fail to prioritize transparent monitoring of pollutants released by incinerators, leaving communities vulnerable to toxic exposure. There is also insufficient emphasis on community participation and informed consent, meaning affected populations rarely have a meaningful say in decisions that directly impact their health and surroundings. Additionally, WTE policies tend to overlook the need for robust waste reduction and recycling programs, which are proven to be more sustainable and less damaging alternatives. Instead, we champion zero-waste solutions. We conduct research, raise public awareness, and work with policymakers to promote responsible waste management that’s good for people and the planet.
